一、背景介紹 1).
Background 馬來西亞 CIDB 是馬來西亞建筑工業(yè)發(fā)展局，它是馬來西亞建筑行業(yè)的政府主管部門，負(fù)責(zé)建 筑行業(yè)的 資質(zhì)認(rèn)證和監(jiān)管。CIDB（馬來西亞建筑行業(yè)發(fā)展管理局）作為馬來西亞建筑行業(yè)的政 府主管部門，在行業(yè)內(nèi)具有極高的權(quán)威性和影響力。除了負(fù)責(zé)施工單位的管理和工程驗收，CIDB 還承擔(dān)著建材鋼鐵產(chǎn)品質(zhì)量認(rèn)證的重要職責(zé)。CIDB 為了確保建筑行業(yè)的質(zhì)量安全，所有需要強(qiáng) 制認(rèn)證的建材和鋼鐵產(chǎn)品在進(jìn)入馬來西亞市場前，必須取得 CIDB 頒發(fā)的符合標(biāo)準(zhǔn)證明書 (PPS) 以及入口許可證(COA) 。該證書的頒發(fā)基于對申請公司的綜合實(shí)力、在施項目、屬地員工占比 及專業(yè)持證率、政府規(guī)定專業(yè)課程結(jié)業(yè)率等進(jìn)行全面評估。 Malaysia CIDB is the Malaysia Construction Industry Development Board, which is the government authority for the construction industry in Malaysia and is responsible for the qualification and regulation of the construction industry. 目前，馬來西亞皇家海關(guān)根據(jù) 1967 年海關(guān)法通過 1998 年海關(guān)（禁止進(jìn)口）令禁止進(jìn)口不符合 CIDB 設(shè)定標(biāo)準(zhǔn)的建筑材料。但是，此規(guī)定不適用于本地生產(chǎn)的建筑材料。由于這兩個不同的標(biāo)準(zhǔn)，這項修正案對于防止馬來西亞通過對進(jìn)口和本地商品提供不同的待遇來違反世界貿(mào)易組織 （WTO） 協(xié)議非常重要。

產(chǎn)品所對應(yīng)的 HS 編碼的前 4 位或前 6 位在下表之中，則產(chǎn)品是在管控內(nèi)，則需要 CIDB 認(rèn)證， 否則不需要做 CIDB 認(rèn)證
